Family Unification Program (FUP) Program where Housing Choice Vouchers (HCVs) are provided to youths at least 18 years old and not more than 21 years old who left foster care at age 16 or older and who lack adequate housing. In addition to rental assistance, supportive services must be provided to FUP youths by the PCWA for the entire 18 months in which the youth participates in the program; examples of the skills targeted by these services include money management skills, job preparation, educational counseling, and proper nutrition and meal preparation.

Housing Authority of the City of Austin (HACA) Housing Authority of the City of Austin (HACA) owns and operates 1,929 units of conventional public housing in 19 developments throughout Austin. Development sites range from high-rise apartments on Lady Bird Lake to small duplexes in residential neighborhoods. HACA also manages the Housing Choice Voucher/Section 8 Program that provides rental vouchers for more than 5,000 units of housing in Austin’s private rental market.
